Minutes – November 2024

A Parish Council Meeting was held in the Village Hall on Monday, 18 November 2024 at 7.30pm.
Present:   Mr. P. Whittaker (Chair), Mr. A. Ainsworth, Mr. D. Ascroft, Mrs. J. Bennett,
                 Mr. S. Booth, Mr. R. Porter and Mr. G. Scott.
The meeting was attended by 3 members of the public.
1.  There were no apologies for absence
2.  There were no declarations of interest
3.  Public Participation:
     Matters brought to the Council’s attention included a large pothole between Old Road and Ribble Lane, scratch damage to cars on Downham Road, the unresolved faulty light standard No.9 on       Downham Road and the provision of salt/grit bins.
4.   Minutes of the previous meeting were approved.
5.   Borough Councillor’s Report:
      a) The Borough Councillor met a Barnfield resentative and David Hewitt, RVBC, to inspect the problem concerning the saplings in the brook adjacent to Victoria Lodge.   Barnfield will arrange for a tree inspection and take any action necessary.
      b) HARP –concern about the exit from Worston Road is being discussed with LCC.
     c) The Christmas Tree will be delivered on 5 December.
     d)  An appointment to be arranged to meet Chatburn School Head to discuss arrangements for grass cutting the playing field.
6.   Clerk’s Report:
      The police have confirmed that the car parking situation at the Ribblesdale junction of Sawley Road will be monitored.
9.  Items for Discussion:
      A. Notice Boards
      Information has been circulated advertising various types of wooden notice boards.
      B.  Parish Tree Map
      Maps of the parish boundary and a detailed map of the village have been prepared for councillors to identify trees which are the council’s responsibility.
     C. Playing Field & Playground Grass Cutting
     The Clerk to determine what arrangements have been for the playground grass cutting.
10.  Representatives Reports:
        RVBC Parish Council Liaison Meeting: a report was given on the reorganisation of local government and the effects this will have on local councils, particularly those rural based.
11.  Planning Applications & Decisions:
       There have been no planning applications or decisions.
12.  Playing Field:
       a) Due to the current installation of new equipment no inspection has been made.
       b) The playground installation is almost complete and should reopen soon.
       c) Enquiries about stop netting posts to be made urgently.
13. Finance & Accounts:

 15.  It was resolved to hold the next Parish Council meeting on Monday, 9 December 2024 at 7.30pm. in the Village Hall.
       The meeting closed at 8.25pm.
