Minutes – January 2025

A Parish Council Meeting was held in the Village Hall on Monday, 20 January 2025 at 7.30pm.

Present: Mr. P. Whittaker (Chair), Mr. A. Ainsworth, Mr. D. Ascroft, Mr. S. Booth, Mr. R. Porter and Mr. G. Scott.

The meeting was attended by 4 members of the public.

1. There were no apologies for absence.

2. There was a declaration of interest by Councillor G Scott with regards to 7E The Little Green Bus

3. Public Participation:
Matters brought to the Council’s attention included problems:
Running on Village grass – recommended a large stone was put by the flower tub
Downham Road Bridge – HGVs travelling over it
A car (Mini) on Downham Road with flat tyres needs reporting

4. Minutes of the previous meeting were approved.

5. Borough Councillor’s Report:
The Borough Councillor reported on:
Salt bins had been refilled, but the Parish needs to fund more bins and ask Council to fill them.
Playing field lease has been located & map; will be discussed in the grass cutting meeting.
Hedge cutting in the village is imminent.

6. Clerk’s Report:
1. Openreach responded, and nothing further is to be done.
2. Planning Old Chatburn Road – variation of condition 02.
3. Announced the council tax precept consultation on the 3rd February.

7. Items for Discussion:
A. Changing rooms.
B. Playing Field & Playground Grass Cutting
A meeting date needs to be reset for the above.
C. Road Safety Mirror
It was resolved to approach the part-time share lengths man to install the road
mirror. This still hasn’t been done.  Councillor Whittaker will contact J Boyne
D. Co-option of 2 Members
A resident has been approached to ascertain whether this would be of interest but
unfortunately it isn’t.
E. Darkwood Footpath Stones/Bench & Beacon
The lack of staff has prevented the stones being delivered but assurance was given that
this will be attended to in January together with the bench and beacon.
F. The grass in the village is getting walked on far too often.
Recommended that a large stone is put need the flower tub nearby to prevent this.
G. More grit bins are needed in the village.
Parish clerk to price them up for the next meeting.
H. Update to conditions of planning on Old Chatburn Road.
Parish clerk to comment on planning – Concerns about the condition of the area
surrounding the plots, that the plots are unfinished and that the planning has not been
complied with.
I. Little Green Bus Donation.
Parish clerk to find out the amount of last years donation and to either give the same
amount or increase it to £50
J. Clean up day – Christ Church – May Day Bank Holiday
They have asked for a donation for the volunteers for sandwiches/drinks etc. It was
agreed a donation of £50 was acceptable.
K. The Village Well
Councillor G Scott is going to enquire about it.
L. Maintenance of tubs in the village.
Councillors A Ainsworth and D Ascroft are going to fill them all with the necessary flowers etc.

9. Planning Applications & Decisions:
3/2024/0485 Land at Chatburn Old Road – Variation of Condition 02

10. Playing Field:
a) The final handover has taken place, but Playsound still have some tidying up to do,
but the weather hasn’t been fit.
b) The monthly inspection report has been received.

13. It was resolved to hold the next Parish Council meeting on Tuesday 18 th February at
7.30pm. in the Methodist Church Hall

The meeting closed at 8.30pm.
