Minutes – January 2024

A Parish Council Meeting was held in the Village Hall on Monday, 22 January 2024 at 7.30pm.
Present:  Mr. P. Whittaker (Chair), Mr. A. Ainsworth, Mr. D. Ascroft, Mrs. J. Bennett,
Mr. S. Booth, Mrs. L. England, Mr. R. Porter and Mr. G. Scott
The meeting was attended by 4 members of the public
1. There were no apologies for absence.
2. There were no declarations of interests
3. Public Participation:
  Matters brought to the Council’s attention concerned speeding vehicles on Downham Road, the possibility of moving the grass triangle at the junction of Sawley Road/Downham Road and                reinstating worn rumble strips in the village.
4. Minutes of the previous meeting were approved
5. Borough Councillor’s Report:
     a) The Borough C ouncillor reported that the Settlement Boundary Review will include input from Borough and Parish Councillors.
     b) LCC gave assurance that the bus shelter will be removed to opposite the church.
     c) The Dog Warden has been requested to make frequent visits to Chatburn.
     d) Following the recent Review of Polling Districts and Polling Places, it was recommended that Chatburn Methodist Church is more accessible.
6.   Clerk’s Report:
       There was nothing to add to the written report.
7.    Items for Discussion:
       A. Newlands
            Work has now been completed at the nursery and Councillors will continue to monitor the entrance situation.
       B. Lengthsman
           Representatives from the parish council met the lengthsman.  The contract will commence in April and he will initially concentrate on the centre of the village from the school to Crowtrees               Brow.
  C.     Playground Equipment:
           A formal application for a small grant has been submitted to LEF who are making arrangements to visit the site.
  8.     Representatives’ Reports:
          No meetings have been attended.
  9.  Planning Applications & Decisions:
        Planning Appeal:
        3/2022/0500 – 9 Old Road.   A date has been arranged for the planning appeal.
        No planning decisions have been received.
10.   Playing Field:
         a) The monthly playground inspection report was received.
         b) The replacement parts for the Multiplay Unit have arrived.
         c) It was resolved to accept the Playsounds quotation for a steel surround fencing and gates.
         d) The annual request for use of the pitch for the 2024 Season was received from the Cricket Club.
11. Finance & Accounts:
      A. Piercy – tree maintenance – £350.00
      There are no receipts

 13.  It was resolved to hold the next Parish Council meeting Monday, 12 February 2024
        at 7.30pm.
             The meeting closed at 8.15pm.
