Minutes – February 2024

A Parish Council Meeting was held in the Village Hall on Monday, 12 February 2024 at 7.30pm.
Present:  Mr. P. Whittaker (Chair), Mr. A. Ainsworth, Mr. D. Ascroft, Mrs. J. Bennett,
Mr. S. Booth, Mrs. L. England, Mr. R. Porter and Mr. G. Scott
The meeting was attended by 4 members of the public
1. There were no apologies for absence.
2.  There were no declarations of interests
3.   Public Participation:
Matters brought to the Council’s attention included the footpath outside the Brown Cow which requires resurfacing, debris not removed following the grate cleaning on Old Road, school bus parked too close to the allotments, a faulty street light and a suggestion to move the Chatburn sign up to Greendale as a warning to reduce speed to comply with the speed restriction on Downham Road.
4.   Minutes of the previous meeting were approved
5.    Borough Councillor’s Report:
a) The meeting arranged with Onwards Homes representatives to discuss the maintenance of properties, garages they own and issues arising from this was cancelled due to weather conditions.
b) The parish council was encouraged to take advantage of the Government’s Rural Prosperity Fund.
c) The bus stop opposite the church has been marked out.
d)  Strategic Leisure Limited is undertaking a feasibility study on the future of Ribbledsdale pool and a representative proposes to visit Chatburn on 22 February to assess what community facilities are available for the community.
It was resolved that Councillors do not wish to meet to discuss the Ribble Valley project with Strategic Leisure.
6.   Clerk’s Report:
There was nothing to add to the written report.
7.  Items for Discussion:
 A. Newlands
The nursery will reopen in the Spring and Councillors will continue to monitor the entrance situation.
B. Lengthsman
Remedial work has been carried out by the lengthsman who will commence his contract   at the beginning of April.
 8. Representatives’ Reports:
RVBC PC Liaison Committee – The Head of Strategic Planning and Housing gave a presentation on the Settlement Boundary.   Information concerning this will be circulated to all parishes.
Lancs. Environmental Fund – representatives met on the playground to discuss the proposed new equipment and ascertain the need for this.    A decision to award a grant will be made before the end of February.
  9. Planning Applications & Decisions:
No planning applications or decisions have been received.
10. Playing Field:
  a) The monthly playground inspection report was received.
  b) The replacement parts for the Multiplay Unit have been installed.
11. Finance & Accounts:
Waterplus – £49.43

13.  It was resolved to hold the next Parish Council meeting Monday, 11 March 2024
        at 7.30pm.
            The meeting closed at 8.15pm.
