Minutes – December 2023

A Parish Council Meeting was held in the Village Hall on Monday, 18 December 2023 at 7.30pm.
Present:  Mr. P. Whittaker (Chair), Mr. A. Ainsworth, Mr. D. Ascroft, Mr. S. Booth,
Mrs. L. England, Mr. R. Porter and Mr. G. Scott
The meeting was attended by 1 member of the public
1. Apologies for absence were received from Mrs. J. Bennett
2. There were no declarations of interests
3. Public Participation:
It was brought to the Council’s attention that the top sign approaching the garden centre on Sawley Road is hanging dangerously, the finger sign for Gisburn requires tightening and a van that is consistently parking near to Hudson’s causing problems.
4. Minutes of the previous meeting were approved
5. Borough Councillor’s Report:
a) Pendle Avenue residents are still waiting for a decision
b) The Borough Councillor gave a report on the recent RVBC Parish Councils Liaison Committee Meeting which included a presentation from a representative from the Citizens Advice Bureau detailing venues for consultation, telephone numbers and the introduction of an advice line.   It was recommended that this information be included in the next edition of the Chatburn Newsletter.
c) Due to the withdrawal of the Northern leg of the H2S plan there is a possibility that the railway line between Clitheroe and Hellifield will be restored.
d) The Borough Councillor attended the recent Little Green Bus meeting.
6.   Clerk’s Report:
 There was nothing to add to the written report.
7.  Items for Discussion:
     A. Newlands
     Due to construction work taking place the footpath is being obstructed.  It was agreed to monitor the situation when work recommences after the holiday.
     B.  Lengthsman:
      There has been no communication from the lengthsman.
8. Representatives’ Reports:
      No meetings have been attended.
9.  Planning Applications & Decisions:
      3/2023/0866.  9 Old Road
      The parish council’s observations to this planning application remain unchanged from the previous one.
      No planning decisions have been received.
 10. Playing Field:
        a) The train has now been removed from the playground.
        b) The monthly playground inspection report was received.
        c) The parish council is still awaiting delivery of the Multiplay screws and caps.

         at 7.30pm.
         The meeting closed at 9.00pm.
