A Parish Council Meeting was held in the Methodist Church Hall on Tuesday, 16 April 2024 at 7.30pm.
Present: Mr. P. Whittaker (Chair), Mr. D. Ascroft, Mrs. J. Bennett, Mr. S. Booth, Mrs. L. England, Mr. R. Porter and Mr. G. Scott
The meeting was attended by 4 members of the public
1. There were no apologies for absence
2. There were no declarations of interests
3. Public Participation:
Matters were brought to the attention of the council at preceding Annual Parish Meeting.
4. Minutes of the previous meeting were approved
5. Borough Councillor’s Report:
a) LCC have advised that there is a minimal buffer zone on the approach road from Downham to alert drivers to the change in speed limits and there are currently no plans to relocate the 30mph restriction or signage.
b) The County Council will provide H Bars for driveways and access to property entrances at a cost of £197.00 to the applicant.
c) Two CCTV recordings have been given to the police who are increasing surveillance in the village following a series of break-ins to external buildings.
d) The Borough Councillor attended the Old Road appeal and a result is expected to take several weeks. However, concern was expressed about the implications the new development would have on one of Crow Trees Brow properties.
6. Clerk’s Report:
Ribble Valley in Bloom Grants are now available but Chatburn does not meet the required criteria to apply.
7. Items for Discussion:
A. Traffic Mirror, Clitheroe Road
The owners of the Middlewood Land have consented to have a security mirror installed on the land opposite the garage subject to terms and conditions.
B. Memorial Bench
It was agreed to allow a resident to site a Memorial Bench on the playing field.
C. Jubilee Bench
It was reported that stone selected for the bench was unsuitable and the Borough Councillor agreed to request Hanson/Heidelburgh to find an alternative.
D. Village Planters
It was resolved to discuss these with lengthsman.
E. Playground Grant
The LEF grant application was unsuccessful and it was resolved to make enquiries into further sources of funding.
8. Representatives Reports:
a) Hanson/Heidelberg Materials – are proposing to resite the monitor between the church and school, the filtration system is being replaced and the quarry lorries refitted. There was a talk by the River’s Trust who are hoping to start giving talks to organisations.
b) RVPC Liaison Meeting: items discussed were the installation of electric power points in villages. To commemorate Ribble Valley’s entry into the re-organisation of local government in 1974, the Council proposes to plant 50 Redwood trees across the Borough.
There was a talk about Section 26 of the Counter Terrorism Security Act 2015.
9. Planning Applications & Decisions:
APP/T2350/C/3337005 – the installation of a closed-circuit television camera on the western elevation of 9 Old Road
3/2023/0384 – 3 Grindleton View. The Local Highway Authority has given advice to RVBC Planning Department concerning this application.
10. Playing Field:
a) The monthly playground inspection report was received.
b) There were no problems requiring attention.
11. Accounts for the year ended 31 March 2024:
a) The Certificate of Exemption was approved by the Council
b)The accounts for the year ended 31 March 2024 were approved by the Council.
