Minutes – October 2023

A Parish Council Meeting was held in the Village Hall on Monday, 9 October 2023 at 7.30pm.

Present: Mr. P. Whittaker (Chair), Mr. A. Ainsworth, Mr. D. Ascroft, Mr, S. Booth,
Mrs. L. England, Mr. R. Porter and Mr. G. Scott

The meeting was attended by 3 members of the public

1. Apologies for absence were received from Mrs. J. Bennett

2. There were no declarations of interests

3. Public Participation:
a) Street light reported on all day on Crow Trees Brow.
b) The footpath from Sawley Bridge to Sawley Road, originally a cycleway/Bridle path, is overgrown and longer usable for that purpose nor for prams and wheelchairs.

4. Minutes of the previous meeting were approved

5. Borough Councillor’s Report:
a) Road Safety Partnership Meeting – there is a possibility that LCC may put in rumble strips at the entrance to the village. Chatburn will continue to support the scheme are unable to fund any measures that would benefit the village.
b) Councillor Mirfin visited the impassable woodland walk at the top of Old Road and will report this to County Hall. He was asked if LCC could provide a dropped kerb on the corner of Ribble Lane beside the shops, discussed the Pendle Avenue situation, parking issues in the village and the installation of a white line incorrectly placed on Greenfield Avenue. Items raised at previous meetings were also discussed and are currently ongoing.

6. Clerk’s Report:
Two defibrillators have had their software updated, one required a new battery.

7. Items for Discussion:
A. Playground Equipment:
Several quotes for a replacement train were discussed and one selected.
It was resolved to apply for LEF funding for both the train and replacement fencing.
B. Downham Road Bridge:
Although there had been a response from Network Rail there was no indication of the length of time there will be
before work commences. The council requires to know where Downham Road bridge is on the priority list, when work
will begin and if provision is in place to prevent further deterioration.
C. Village Hall Management:
The committee for managing the village hall require volunteers to help when required.
It was resolved to put a request for helpers in the Church Newsletter.
D. Village Hall Roof:
Arrangements have been made for the roof repairs to be carried out.
E. Playing Field Signs:
Two signs have been ordered.
F. Pendle Avenue
Residents are waiting for a response concerning a request under the Freedom of Information Act.

8. Representatives’ Reports:
Hansons Cement – enquiries were made about the Jubilee Seat, which is “in hand”. There is a schedule for dealing
with the trees bordering the road on Cow Tress Brow from the Nature Trail many of which are dead.
Code of Conduct – Representatives reported on the Code of Conduct Training session they had attended at RVBC.

10. Playing Field:
a) It was resolved to accept the amended quote for repairs to the Multiplay from ESP.
b) The monthly playground inspection report was received.
c) The litter bins on the playing fields are not being emptied regularly.
